libgcj.dll on MinGW

Well, in my messing around I did get this to work at one point. I must
have stumbled across one of the workarounds that Danny mentioned. 
Unfortunately, I don't remember which permutation I was working on. As I
recall in that build, though, GIJ worked but nothing else did.
