Default XML-parser implementation?

I did see those, and that was actually the reason I felt the need to 
pose the question, because I don't quite understand why they are there 
if not to provide with an implementation of the org.xml.sax-packages?
But according to the answers from Michael Koch there is not... I don't 
quite get it - Michael?
