libltdl proposal for libgcj

libltdl's configure sets LTDL_SYSSEARCHPATH to the system directories to
be searched when looking for lib-foo-bar libraries. For instance, on
Linux this defaults to "/lib:/usr/lib".
I'd like to change this to always refer to ${prefix}/lib. This should
solve many of the frustrating problems you hit when experimenting with
new tools on a system with old lib-foo-bar libraries already installed.
