Confused about jar/lib usage

Hello All,
I'm a little confused about the referencing of jars. Do I (or do I NOT)
need to have the natively compiled version of the jar accessible to the
program after compilation?
For example, if I refer to xerces in my code and have it in my
classpath, is there a way to have it statically link the classes within
the jar, or does that only occur against the native lib.
Am I making any sense?
