Long ago (back when Mumit Kahn was maintaining mingw) the CRTDLL.DLL C
runtime was linked by default, and MSVCRT.DLL was an option. The "msvc"
suffix indicated that MSVCRT.DLL was in use.
I believe support for CRTDLL.DLL has long since been dropped, and the
suffix exists only for backward compatibility.
