Filenames with accented characters

I downloaded some builds made by Mohan Embar on 
http://www.thisiscool.com/gcc_mingw.htm: they contain some unapproved 
patches that proven to be really useful. So I'd like to ask João to code 
the patch and Mohan to apply it and give us a fixed gcj. This might 
convince Ranjit, Bryce or Tom to lift their finger... :-)
I think this is what Mohan proposed in his last message.
