$PREFIX/lib and Java

While doing some packaging over the weekend, I noticed that libgcj now
installs the following under $PREFIX:
 lib/pkgconfig/libgcj.pc
 lib/logging.properties
I believe this should be versioned or put into a version-specific 
subdirectory.
