Status of java.security

The changes I made to java.security mostly reflect the moving of the
generic getInstance implementation to a gnu.* package so they can be
used in other packages besides java.security (java.security.cert for
example). java.security looks mostly up to snuff.
The java.security.cert package is almost up to 1.4 completeness -- the
only things left to do is implement the classes X509CertSelector and
X509CRLSelector, both of which are somewhat complicated and I won't be
able to complete them anytime soon.
There are a couple of minor problems in java.security.cert that should
be taken care of immediately (a public method is misspelled).
