libjava status on Solaris 8/Intel and IRIX 6.5

I always thought libstdc++-v3 had that wrong... `target' doesn't mean
anything to a library, only build/host are meaningful.
In any case I've successfully cross compiled libjava with minor changes,
and I've always had to hack libstdc++-v3 to get a good build when target
!= host.
