On Solaris 2.7 I discovered that the system iconv can only convert to/from
UTF-8. Since gcj wants to convert the input locale (646) to UCS-2 it fails
on this target.
Solaris 2.8 doesn't have this problem. Once I upgraded I became
disinterested in fixing it.

Not a bad idea in any case.
