Yes. Historically libgcj didn't use javadoc at all. With the
Classpath merge we gained a lot of javadoc, and now we prefer that new
methods have javadoc.

I think these markers should definitely be added. IMO a change that
adds @deprecated or @since and does nothing else is preapproved. (Of
course it would have to go in to Classpath as well.)
