Enable DWARF2 exceptions on Alpha?

On the branch we had libgcj_sjlj enabled for Alpha, whereas on the
trunk rth disabled it when he imported IA-64 ABI Exception Handling.
It seems that you enabled it with this patch:

Which should it be, really? I'm trying to bring both into line.
