Java test failures

On the branch, I see multiple Java failures along the lines of:
 FAIL: Thread_Wait execution from source compiled test
 FAIL: Thread_Wait execution from bytecode->native test
 FAIL: Thread_Wait -O execution from source compiled test
I assume this is because I did not configure with --enable-threads.
If Java doesn't work at all without --enable-threads, then it should
only be built if --enable-threads is specified. Arguably,
--enable-threads could become the default on systems that support
threads, as well.
If some programs work and some don't, that's OK -- but then these
tests should be XFAIL'd when --enable-threads is not used.
Eliminating FAILs is important because it is only when tests are
normally expected to pass that new FAILs stand out.
