It hasn't been, but it certainly wouldn't be too hard to arrange for
libtool to do it. I just don't think it's the right place for it.
Libtool implicitly creates directories it needs for its internal state
(.libs, etc).
Just for an example: do you think it's a compiler's job to create
/tmp/foo and /tmp/foo/bar, so that you can type gcc -c baz.c -o
/tmp/foo/bar/baz.o without having created /tmp/foo?
