I think the exception code must be unusually complex. I'm afraid to
look at it :-)
I suggest doing what Jeff says and try sjlj exceptions.

Based on the patch list you sent earlier I think you've made a lot of
important progress. We're really interested in getting your changes
into gcj. I think a lot of people want to build it on Windows (and/or
Cygwin) -- we have several PRs from people who tried this.
I find that if I can check in patches incrementally then my motivation
level goes up. Seeing the patch go in makes me feel like progress has
been made, and there's one less local modification hanging over my
head. It frees me up to work on the next thing. I'm hoping that once
your paperwork situation is fixed you'll get to experience this too...
