It sounds like the GPL is the way to go. I already talked to
dave over at IBM and he did not seem to have any problem
with that.

Currently, I am looking for JLS test. Tests for bugs in GCJ are
fine, but they are not as useful as more general tests. I do
have a bunch of current GCJ bug tests that I am going to check
in, but they will be based on the JLS chapter the bug is related
to not a PR number or other compiler specific id. I need to
get these GCJ test in so that I can test new GCJ patches
for inner class related problems alex just posted.

Not yet, but I made a request to get it added, so I hope it will
be available by next week.
