That file is necessary for Mingw builds, but not Cygwin, if I'm not mistaken...
Cygwin implements most or all of the posix API so it's not necessary to use
win32 API calls in programs compiled by Cygwin.

If anybody gets it working, and can describe how they did it, that would be nice
to have for the next release of libgcj.
