GCJ & libgcj

Hi Everyone,
I may have missed something here but here goes...
I'm running cygwin on a pentium 5 and have installed the latest version of
egcs1.1.2 and I expected to find gcj in there..
It wasn't there so I hunted around and took a look at the libgcj package
but it wasn't there either.
Is this program open source as stated or is it a purchase (EGCS/Cygnus Pro
toolkit) ?.
If anyone knows or knows where it can be downloaded from then could they
