Rughead and the Billy

In the TV series Prison Break, guards are shaking the cells down; one of the guards sees a knife in a prisoner's hand, tells him: ''so, tooling up for the race riot, are we? Hand it over.'' And then when he takes a more careful look at it says:

''Huh. Rughead and the Billy. Which side are you on anyhow, fish?''

What does he mean by ''Rughead and the Billy''?
Are you sure it was singular? I ask because I doubt it.

Rugheads refers to blacks (because of their kinky hair).
Billies refers to whites, from hillbillies.
Thank you. I listened and checked again, but as I'm not a native and my listening isn't that perfect, I would say the ''Billies'' is heard, not the ''Rugheads'' though.
