rather than requiring / require

Hello,
This will allow the drawdown calculation to be finalized at the time of the budget approval at the Annual Meeting, rather than requiring another approval in the fall with a figure updated as of June 30.
What would have changed if we replaced "requiring" with "require", please? To be precise, my question is whether "requiring" is the stylistically correct form. I suspect that it is, even though I think that most people most of the time would just say "be finalized ... rather than require" and move on.
Thanks.
