Decision-making when "it can never be enough" (...): dilemmas

I have been wondering for some time now about what i consider to be dilemmas.

The most recent trigger for such considerations is an action/decision concerning the cancelling of a musical event due to a "hot" political issue (which does not matter here, but you can guess). There are all kinds of arguments with regard to the decision, pro and contra, but there was some agreement that the issue is important but that it was extremely difficult to take the right decision: cancelling can trigger all kinds of reactions from abroad, possibly having a heavy economic impact, but a "smaller" decision (some kind of protest towards the government concerned with this human-rights issue for example) seems too soft, too little. But a member of the board insinuated: "it will never be enough". My question: is the term "dilemma" the right term here or do you have a better one?

I think you had a similar one during the covid period. There was a lot to say in favour of lockdowns, but there were arguments against it (like pyschological considerations with regard to youngsters and the elderly or even scientific arguments). So strictly speaking that was a dilemma too, I think. And i think that implies that none of the decisions regarding the issue can ever be perfect. One has to weigh the various options, I guess, or balance them.

Maybe the reality of dilemmas is no longer recognized as such in this era of polarisation (polarised era?). But in order to get some more insight into this matter, I need to find the right "search term" (?). T
hanks in advance and looking forward..
If it helps, we have an expression in French to talk about these kinds of difficult choices where no option seems perfect:
un choix cornélien.

It's a reference to the French tragedian Pierre Corneille (17th century).
In his tragedies, the characters are often faced with a situation where they must choose between two options, and whatever their decision, there will be negative effects.
So, the modern meaning of the expression "choix cornélien" is that of a difficult choice between two opposing alternatives that both have significant advantages and disadvantages.
