Further decreasing the number of different aircraft designs, the trend in requirements generation has been toward joint programs, or programs that meet the needs of more than one
armed service. Emphasis on joint weapon programs has steadily increased since the F-111 aircraft was originally designed to meet the needs of two services--the Air Force and Navy (Smith & Friedman, 1980).
