This is intended to be built through normal community consensus processes. Unlike the existing WP:RSP, pages are created for each source, and pages can be created without consensus (and then edited through the normal collaborative process). Only when editors cannot come to an agreement is a source discussion or RFC necessary; those discussions should still take place at WP:RSN.
