Followup from #35428

Like --print-configuration except it never invokes the maker process, it just runs configure (or gets a cache hit) and then prints path to the file to stdout.

I have a local prototype for this, i'll open a pr later today once i had time to tidy it up a bit.

Should it also skip compiling the make runner executable altogether if the cli flag is set?
