Causes the _rate limit exceeded_ error when a lot of blocks are performed.

Trying to block Singal's followers to starve him out, and I'm getting this issue. It's basically locked me out of my account for half an hour. He's got so many followers that you literally cannot block them all. There needs to be some kind of rate limit backoff. Use the rate limit headers, slow down once you're getting close (~1000), and pause once you're below like 200 or something. Wait until the rate limit resets, put up a timer and an explanation, i.e. "Paused so you can continue posting. Will resume in MM:SS [or at HH:MM]"
