feat: role-based identity filtering in key picker #14

All identities currently appear in all operations regardless of role. Intended behaviour: self-archived appears only in the decrypt path (with a warning label); contact-archived is hidden from active operations and available only for legacy-verify. Affects the ChooseKey dialog and any operation that enumerates identities.
