This team should be responsible for providing guidance to local teams in submitting bids and organizing PravConf. They will be responsible for making calls for bids and screening bids. If multiple qualified bids are available, may be we can have a community poll to pick one.

I propose @athulvis @libperry @untrusem and Ganesh. @badrihippo @ravidwivedi may be in too many teams already but if they can manage more roles they can be in too. Any other suggestions?
