Review MapQuery/WayQuery/construct_ql_query for edge cases (embedded out statements, missing semicolons, invalid fragments). Add tests and guardrails where safe.

MapQuery and WayQuery will be deprecated in 1.0. In its place will be a generic Query builder with safe stringification.
