Overpass QL docs note area IDs are derived and not guaranteed (area=no, no name, extraction rules). Document this clearly and discourage manual offsets in examples and docs.

In 1.0, we will deprecate Utils.to_overpass_id(..., area=True). We will instead provide AreaId.from_relation()
