screen-share failing on cosmic/niri #1

gnome portal is broken for me on either cosmic or niri.

door-knocker lists as available only GTK stuff, whereas Gnome ones seems broken.

my ~/.nix-profile/share/xdg-desktop-portal/niri-portals.conf points to niri's.

a log error seems mentions falling back to GTK as a 'last-resort fallback'.

fixed by moving portal code from the home to system level at c308e8657d.

while the change made portals available, this mostly helped for pure niri: even with portal available, door-knocker will show monitor/window sources as unavailable.
