ts continue currently starts a new activity with the tags from the most recent one.
That can still be the default behavior, but providing an activity number will start a new activity with that activity's tags: ts continue 1 would use the tags from the 2nd most recent activity. This will be slightly different than the other commands that can take activity numbers - only one will be possible.
