There might be occurences where an issue was opened in the past that matches the problem description someone has. However, for whatever reason (e.g. it stalled) it was closed without a resolution.

We don't have a recommendation what to do in these cases. Reopen the old issue?

My favourite is opening a new one with a reference to the old one.
