Ability for admins to create bookings on behalf of member #6

Create a feature that allows admins to create (guest room) bookings on behalf of any members.

For now, members can create bookings only for themselves. In doing so, they don't receive an email confirmation because they create the booking themselves then they can check it out on the home page.

In the case of an admin creating a booking for someone else, an email confirmation should be sent to the member in question, so that this member is notified/aware about this action.
