It might make sense to be able to reference

urn:urn:erisx3:BIAD77QDJMFAKZYH2DXBUZYAP3MXZ3DJZVFYQ5DFWC6T65WSFCU5S2IT4YZGJ7AC4SYQMP2DM2ANS2ZTCP3DJJIRV733CRAAHOSWIYZM3M#a-fragment

efficiently from CBOR.

For this we should allow the tag content to be an array with two items: the binary read-capability as byte string followed by the fragment as text string.

The tag content can also be only one item: the binary read-capability.

In RDF/CBOR (https://codeberg.org/openEngiadina/rdf-cbor) we introduce a fragment constructor that can construct IRIs with fragment parts from binary encoded URNs (ERIS URNs and UUID URNs).
