CoAP: Peer discovery and Cross-Proxy #28

This describes:

  1. How peers can be learnt from already known peers.
  2. How services can advertise their ability to proxy to other networks (non CoAP).

Both are implemented in kapla. The eris-captp script is a cross-proxy into the Spritely OCapN network.

Also updated the style to match project site.
