Support for Ubuntu 25.10 ("Questing Quokka") #668

Ubuntu 25.10 was released on 2025年10月23日, but currently there are no packages in the eduvpn repository:

Err:10 https://app.eduvpn.org/linux/v4/deb questing Release

Please consider adding support.
