Add option to import openvpn connection per user and not system wide #488

Adding a "system connection" requires root permissions on linux.
Adding a per-user connection does not.

I can have our eduvpn website create a .openvpn file that I can import manually "per user" without root permissions. This should be possible with the client gui as well.

If i'm not mistaken, this depends on your polkit settings whether you need root or not for system wide connections. But this is a totally valid feature request. I will try to implement it
