Batch song reports and send only when radio is already active #2

It might be better to batch song reports and only send them at start, exit, and song download (or maybe even only when the radio is already active?) to minimize radio power consumption. It doesn't make sense to do this before measuring the possible savings, though -- I'm assuming that most apps don't bother doing anything like this.
