I was actually aware of this behavior - but I figured it'd still be worth setting termsofuse.acceptedDate directly in phoenix.cfg as a fall-back (so the ToU would always be bypassed, regardless of policies), and for redundancy to ensure it's always skipped.
I see I didn't document this though - so will go ahead and add a note on phoenix-unified.cfg for reference.
