All Policies in the SearchEngines Key don't get set and under about:policies#error it says "Invalid parameters specified for SearchEngines."

Please provide detailed steps to reproduce the issue.

1. install phoenix for windows manually or via scoop
2. start firefox
3. look at the search bar
