I am using BMPA with VSCode in a Docker container - this allows me to set up multiple developers with identical, machine independent environments on Linux, Windows, or MacOS machines. Is this close to what you are looking for?

Currently works on STM32 Nucleo boards and I hope to verify NRF and Pico boards this week. Next step is getting SWO and RTT working.

I would be happy to give a20-30 minute walkthrough on a video call to see if I'm going in the right direction, and of course I'm happy to share any findings.
