Yes, they could be, however in my opinion it is like putting video and music players into media player section. You've got the point, however they didn't need to somehow linked and they do differ.
I think about it like:

Oh that is a nice list, are there any good GitHub Clients? Or Terminal emulators?

Oh that is a nice list. I'm a developer, is there anything for me?

But that is just my opinion.
