Hovering over menu sections flickers certain UI elements #349

Hovering over menu sections (e.g. File, Edit, Selection) that appeared after clicking on hamburger menu icon in the top-left makes certain UI elements briefly reappear, namely buttons for 'new tab', 'split pane' and 'zoom in' in tab bar disappear, as well as inline blame in code view. They probably should not disappear at all, and flickering on hover is a consequence of that bug.

Please refrain from watching the video if you are sensitive to flickering elements. The video was recorded in 30 fps and missed some of flickers (e.g. does not show flicker on File and Edit), so be careful reproducing it and move mouse slowly to reduce apparent flickering. This video has alt-text that explains what happens in prose if it is not possible or not desirable to watch it.
