[Wayland] Background blur is broken starting from Plasma 6.7 #336

TL;DR: Plasma is removing the private kde-blur protocol in favour of the cross-compositor ext-background-effect in the soon-to-be-released version 6.7, breaking the background blur support in GPUI. The change for GPUI is quite straightforward and Zed has a draft PR up already: https://github.com/zed-industries/zed/pull/53746

As a nice bonus the new protocol is also already supported in other compositors e.g. Niri, unlike kde-blur.
