Allow configuration in plugins to mark other plugins as a dependency.

The dependency could be automatically enabled and locked from being disabled until it is no longer depended on to prevent accidentally disabling.

As an alternative, disabling the dependency could disable all the plugins that depend on it but this could be more annoying rather than practical.
