Meta: Split Codeberg e.V.-specific components to new site (or section) #643

• We have a lot of Codeberg e.V.-specific content (e.g. how to contact the e.V.).
• We could benefit from more e.V. content, including documentation on how the e.V. works. #636
• There are suggestions to improve the transparency of the e.V. by publicizing more documents.
• The FAQ has lots of mixed content that is about the non-profit and that is intended for users. I already proposed splitting the FAQ's into two parts, although my PR is now stale: #461

It could make some sense to host e.V.-specific content under a separate domain, or at least do so once there is too much content. I would be a fan of what the Haiku project does:
