Is it possible to create a codeberg repository via git?

I mean push a local repository via git to my codeberg account where the repository still not exist!

I am not sure what you mean ... once you created the repository you could push it via:

git remote add origin git@codeberg.org:<reponame>
git push -u origin master

I would also think that it is possible to create a repo via the REST API?
