Add more issue label sets #859

It would be a HUGE time saver!

  1. Add legal label to the Default set.
  2. Add Kind: Legal to the Advanced set.
  3. Add a label set that's in the middle between Default and Advanced.
    Example:

It would include:

  • bug
  • documentation
  • duplicate
  • enhancement
  • help wanted
  • invalid
  • need info
  • observation
  • question
  • wontfix
  • contribution welcome
  • good first issue
  • legal
