Permission to share a non-free document together with a FLOSS project #2773

I would like to move my repositories on Github to Codeberg.
I'm particularly concerned, in this issue, with https://github.com/waleedmebane/allsembly-prototype.
There is one non-free document, misc/prospectus.pdf, which is a lightly edited version of my PhD dissertation proposal. It contains the following statement at the top by way of license:

"License is granted to the recipients of this file to distribute it incidentally and without changes
with the AllsemblyTM Prototype source code provided that all of the terms of the license for the
AllsemblyTM Prototype software are adhered to. This notice must be reproduced verbatim
and legibly in distributed copies. If the AllsemblyTM Prototype source code is being distributed
for a fee, this file may only be distributed with it if no additional amount is charged. No other
permissions are granted. This work or works derived from it may not be published under any
other circumstances without the explicit prior written permission of the author."

I believe that is likely to preserve my ability to publish portions of it in an academic journal in the future, as some journals require that authors grant various rights or have other copyright requirements. I'm not sure if the exception in Section 2.1 of the Codeberg Terms of Use covers that since my license terms are more restrictive than Creative Commons NC or ND restrictions. Can that file be allowed? Otherwise, I will delete it from the repository. If I must delete it from the repository, must I also remove it entirely from the Git history? Thank you.
