Migration from GitHub repo fails when issues are included #2319

I tried to migrate a repo (dagd/dagd) from GitHub with issues and pull requests checked using a PAT that has access to the repo. I tried multiple times but consistently get the error:

Migrating from https://github.com/dagd/dagd failed.
Error 1062 (23000): Duplicate entry '1159863-1' for key 'UQE_issue_repo_index'

I unfortunately don't have further information to provide, but am happy to test any fix or help however I can! :)
